Kick-Out Mark
It must be from a kick out. Ball must be on or past the 45m line. It must be a clean catch. Referee awards Mark by blowing whistle. Player claims mark by putting his hand in the air. If claiming Mark player has 15 seconds to take free kick. Player does not claim Mark he may play on immediately. If he plays on he cannot be tackled for four steps or the length of time it takes to travel four steps or when he makes a play of the ball .If a player is unable to take free due to injury referee nominates nearest team mate to take the free. Frees must be taken from the hand and a score may be made from such frees. If a player claims a Mark and decides to play on referee instructs him to go back and take the free. If opposing player blocks or impedes the taking of a kick from the Mark referee awards a free 13m forward and any player can take the free from hands or ground.
Advance Mark
Delivered by an attacking player from on or outside opposing teams 45m line to inside opposing teams 45m line. Must be a clean catch on or inside opposing teams 45m line. Attackers or defenders can avail of a Mark. Ball must travel at least 20m.Referee awards Mark by blowing whistle. Player claims Mark by raising hand in the air. Player has 15 seconds to take the free if claiming the Mark. Player if playing on cannot be tackled for 4 steps or the length of time that it to travel four steps, except in the large or small rectangle when the player maybe tackled immediately or when player makes a play of the ball . In the case of Marks been claimed by attacking players inside the opposing 13m line the attacking player must take free kick on the 13m line opposite where Mark was claimed. In the case of a defender claiming a Mark inside his own 13m line the free kick if claimed is taken from the position that Mark was claimed. Two Marks in succession are not allowed. A Mark is not allowed from Set Play. In the case of claimed Marks all other players must be 13m from the free and the rule covering a free kick shall apply. In the case of player playing on he cannot be tackled until he has taken four steps or the length of time it takes to take four steps or when he makes a play of the ball but can be shadowed. An advanced Mark maybe made from an attacking player kicking the ball from or outside opposing teams 45m line either off the hand(s) or from the ground provided it is not Set Play.
Kick-Out
Is taken from the centre of the 20m line. Ball must be kicked forward. All players other than player taking kick-out must be outside the 20m line and outside the arc (semi-circle). If goalkeeper is not taking kick-out he must remain within the small rectangle. A player on the defending team may not play the ball from a kick-out until it has travelled at least 13m.Breach of this rules will result in a throw in on the centre of the 20m line. An attacking player may play the ball as soon as it is kicked provided the attacking player was outside the arc and 20m line when kick-out was taken. Penalty for attacking player breaching the rule is a free from where foul occurred. A player who receives a ball from their own kick-out cannot play the ball back to his own goalkeeper until another player has played it.Set Play 2.7.Breach of this rule by defending team will result in a free been awarded to the opposition .
Sin Bin
To order a player off for ten minutes who has committed a Cynical Infraction. The time period in the Sin Bin shall commence when the referee restarts the play following the infraction. If a player commits a further Cynical Infraction or a Yellow card Infraction he shall be shown the appropriate card followed by a Red Card.In a game which goes to extra time a player who has not served his full ten must remain in the Sin Bin until his time has elapsed. A player who has been sent to the Sin Bin cannot return to the field of play without the referee’s permission.
Extra Time
When a game finishes level after normal time extra time may be required. This consists of two periods of 10 minutes each half. Any player sent off in Normal Time may not participate in Extra Time but can be replaced. A player who is in the Sin Bin and has not completed his ten minutes may play in extra time only after his ten minute time has elapsed. This player can be substituted but the replacement cannot play until the Sin Bin time is completed.
It is advisable to obtain a copy of team list at the start of Extra Time especially if the game is Winner on the day. The rules governing Extra time state that the competing teams may not leave the field after Normal Time. Extra time shall commence 10 minutes after Normal Time finishes and shall have two periods of 10minutes with a five minute interval. A team may make up to 15changes for Extra Time. Three substitutions are allowed during extra Time. Great care should be taken in recording substitutions during this period as it only players who finish on the field are allowed to be nominated should the game go Penalties.
Result on the day
If a game finishes level after Extra Time and Winner on the day is required the game goes to a penalty shoot –out (Phase II). Only players who finished the game (Phase 1) on the field are allowed take part. Each team shall register five penalty takers, a goal-keeper & a substitute goal keeper with the referee and indicate in which order the penalty takers will take their penalties. A penalty taker can be the goal-keeper or substitute goal-keeper. The substitute goal-keeper can come from the panel.
Penalties will be taken for “Goals Only”. After both teams have taken their five penalties and have the same score a sudden death will take place. Penalties takers need not be in the same rotation as in the first five but each player must have taken a penalty before his team-mate takes another penalty. All other players and officials must remain off the field and away from play. If both teams have taken the same amount of penalties and it is clear that one team cannot score the same amount or more goals than their opponents then the shoot-out goes no further and the team with highest score are declared winners.
Covid Return to Play
Before
Referees/Umpires/Linesmen/4th Officials
- Must be registered and have course completed.
- Referees can Opt In/Out if they wish.
- Referees who Opt In will “Only “be appointed to games after producing the paper version of their certificate or a phone snapshot of it.
- Referees are responsible for their umpires.
- In the interest of safety anyone with a temperature of over 37.5 may not officiate at any game.
Travel
- Match Officials should travel alone or with members of their own household only.
- Referee should not arrive more than 45 minutes before a game.
Check-in.
- On arrival Match Officials should report to Covid supervisor.
- They should immediately go on the pitch.
Facilities.
- Referees should have his/her own equipment.
- They should have adequate amount wipes or similar.
- They should not share water bottles or any other equipment.
- Equipment should be sanitised before and after game .Showers to be taken at home.
Team Sheets
- Team sheets are compulsory for “All Games”
- Substitution slips may be given at half time or at end of game. Referee must record substitution at time player enters the field
- It is essential that all games have Referee Reports submitted so that traceability can be established if needed
