Competitions Control Committee:
It shall be responsible for all arrangements, including the appointment of referees, for and control of any matters arising from the games under the jurisdiction of the County Post Primary Schools Committee including disciplinary matters other than those functions reserved to the County Hearings Committee. It shall process and make recommendations to the County Committee on the grading of schools. It shall investigate and process matters relating to the enforcement of Rules, including hearing Objections and Counter Objections.
Its members shall be appointed from members of the County Post Primary Schools Committee and/or other suitable personnel.
Its Chairperson, Vice Chairperson and Secretary shall be nominated by the County Post Primary Schools Committee.

Terms of Reference
1. A Post Primary Schools Committee shall be formed in accordance with Rial 3.20 (m) TO 2015. The function of the Committee shall be the promotion and control of Gaelic Games in Post Primary Schools and to supplement and assist the County Games Development Committee in their role of implementing Games Development activities in schools as outlined in Riail 3.21 (vii).
2. It shall organise competitions, where appropriate, and encourage as wide a participation of Gaelic Games as is feasible.
3. The Post Primary Schools Committee shall be a sub-committee of the County Committee CLG.
4. Membership of the County Post Primary Schools Committee shall be set out in County Bye-Laws but must include
a) A representative of each affiliated Post Primary School
b) A representative of the County Coaching and Games Development Committee
c) A representative of Coiste na nÓg
d) Officers appointed by the County Committee.
e) Games Manager
5. It is recommended by the National Post Primary Schools Committee that County Post Primary Schools Committees are represented at County Bord na nOg, County Coaching and Games Development Committee & the County Committee to be nominated from the above membership.
6. The officers of Coiste Iarbhunscoileanna Chiarraí shall be appointed, without Election, by the County Committee of Coiste Chontae Chiarraí CLG. The maximum period of office for any specific officership shall be five years. An Executive Committee may also be formed.
7. Other suitable personnel may be co-opted onto the committee. The Officer Board shall be determined by the County Post Primary Schools Committee.
8. The County Post Primary Schools Convention shall be held annually and forward motions to the Provincial body. It shall also elect a representative to the Provincial body.
9. As part of the Post Primary Schools Strategy it is proposed that all committees at national, provincial and county levels ensure that a minimum of 50% of their membership are teaching in schools by 2014.
10. There shall be a County Post Primary Schools CCC with its functions set out in the County Bye-Laws and based upon the CCC (CIB) as outlined in the Comhairle Iarbhunscoileanna Constitution.

Examples of initiatives a Post Primary Schools Committee in conjunction with the local County Games Development Committee

a) Promoting and facilitating of Club Cluster-Post Primary Link in Post Primary Schools and Clubs
b) Assisting with County Games Development personnel with the promotion and delivery of the Super Touch Programme and other Games Development initiatives.
c) Promotion of Post Primary GAA to school management in conjunction with the County Board.
d) Arrange an annual event in conjunction with the county board which acknowledges the contribution of teachers in Post Primary Schools to Gaelic Games.
e) To carry out an assessment of activity in each Post Primary school in the county and to flag opportunities within new schools and identify schools which are struggling to maintain their competition to the County Games Development Committee.
f) Communicate with teachers active in the promotion of Gaelic Games in the County – Quarterly Newsletter / e-mail.
g) Encourage young teachers to get involved in mentoring with their schools teams and ensure the goal outlined in (9) above is met.
h) Administration of County Competitions (if feasible) in conjunction with County / Provincial servicing officers.
i) Provide support /advice to teachers who wish to get involved in the promotion of GAA activities in their school.

LEABHRÁN EOLAIS 2015-2016 - FOGRA OIFIGIUIL

Leabhran Eolais 2015-2016 is the “Fogra Oifigiuil” for all games listed.

Coiste Iarbhunscoileanna Chiarraí Competitions & Fixtures will be managed by the Schools Servicing Officer operating the GAA Fixtures and Competitions Management Software provided by Serva Sport. The Schools Servicing Officer is delegated the responsibility of updating this Software.

SCHOOLS SERVICING OFFICER
The referee and the Winning team (home team in the event of a draw) is obliged to forward match result to the Schools Servicing Officer on the day of the game.

REFEREE’S EXPENSES
Responsibility of Schools involved to reimburse the Referee for the match concerned.

GROUNDSMAN/CARETAKER
Each School, particularly when using a neutral venue, is obliged to give the groundsman/caretaker some recognition for his assistance.

REGISTRATION
N.B.: All players MUST be registered prior to participation in any of the Competitions.

PERSONAL INSURANCE
Each School MUST advise Coiste Chontae Chiarraí in writing that all teams have
adequate Player Injury Cover.

COMPETITION REGULATIONS RIALACHA NA gCOMÓRTAISÍ
Coiste Iarbhunscoileanna Chiarraí is the controlling body. The various Competitions will be run in accordance with the Treoraí Oifigiuil together with various regulations adopted by the Committee.

COMPETITION REGULATIONS 2015-2016
Kerry Post Primary Schools Competition Control Committee shall be responsible for all arrangements and control of Games under the County Post Primary Schools Committee and matters arising from same, other than those functions reserved to the County Hearings Committee, Provincial Hearings Committee, the Central Competitions Control Committee, the Central Referees’ Appointment Committee and the Central Hearings Committee.
It shall hear Objections and Counter Objections arising from any Game under its control.
It shall investigate and process matters relating to the Enforcement of Rules and Match Regulations, other than those functions reserved to the Committees (dealing with disciplinary matters) stated above.
It shall where relevant delegate authority to other units to carry out its functions and duties.

1 Clash of Colours
a) If game is at home venue - home team change to alternative.
b) If game is at neutral venue - toss of coin decides which team is to change to alternative.
c) Semi-Finals & Finals - Both teams change to alternative unless otherwise agreed.

2 Extra Time
In the event of teams finishing level in the Knock-Out Stages of any competition extra time MUST be played (10 mins. each way) unless decided otherwise by the CCC.

3 Juvenile, Junior & Senior Football League Sections
When competitions are partly or wholly organised on a League basis the following
regulations shall apply;

3.1
a) League results shall be credited as follows – 2 points for a win, 1 point for a draw and 0 points for a loss.
b) If a team is disqualified or retire during the course of the League stage its played
games shall stand and its unplayed games shall be awarded to the opposing teams.
c) Where teams finish with equal points for Qualification for the concluding stages of
a competition, except where specified, the tie shall be decided by the following
means and in the order specified;
(i) Where 2 teams only are involved – the outcome of the meeting of the two teams in the previous game of the competition. (if the game was a draw or not played toss of coin decides 1st and 2nd qualifying position)
(ii) Score Difference (Subtracting the total scores against from the total scores for)
(iii) Highest total score for
(iv) A Play-off
(v)
3.2
If more than two teams tie for the 2 qualifying positions the results of the games between the said teams decides the placings as per 3c (ii);(iii);(iv).

3.3
In the event of 2 or more teams tieing for 2nd qualifying position
If 2 teams tie the result of the game between the sides decides. If the game was a draw score difference from the games involving the Group winners and the 2 teams tieing decides. If still no result then 3.1 c (iii) involving the Group winners and teams tieing decides and if necessary 3.1 c (iv)
If 3 or more teams tie for 2nd score difference from the games between the teams
concerned will decide. If still no result 3.1 c (iii) and (iv) applies. Only teams tied involved.

3.4
Only 1 team qualifying from Section
If 2 teams tie result of games between the sides decided. If still not decided score difference
for the games between the sides and the next placed team decides. If more than 2 teams tie score difference from the games between the sides concerned decides.
If still no result 3.1 c (iii) and (iv) applicable.

3.5
When a walkover is conceded the games(s) concerned will be deemed to have been played, particularly with regard to the use of 3.1 c (ii) and (iii)
3.6
Additional/alternative regulations may be introduced by the relevant CCC prior to the start of any competition subject to the participating schools being advised accordingly.

4 Fixture Schedule / Postponements
Subject to approval of the CCC NO deviations from dates set in the Leabhrán Eolais will be accepted unless both Schools are in agreement AND that the game in question is played BEFORE the said date or before next round is scheduled and does not interfere with any other competition (Provincial / Regional / County). In the event that a school cannot fulfil a fixture they concede a walkover.
Postponements WILL NOT be considered due to Work Experience; L.C.A. Placements; Christmas/Term Examinations; Mock Examinations; School Musicals or any other activity that is particular to a School unless by agreement with the relevant CCC and schools and that there are no negative implications in the proper running of Competitions.

5 Procedure For Seeking Re-Scheduling Of A Game
(a) Both Schools involved must agree on an alternative date which does not interfere with any other game
(b) Proposition at (a) put to the Schools Servicing Officer for decision on behalf of the CCC.
Penalty:
(a) If School fails to fulfil fixture - loss of points
(b) If both Schools agree not to play game as per schedule but do not obtain permission - game null and void
(c) Knock-out Games: As per rule.
6 Competition Deadlines
Deadlines have been specified for the completion of the league section of all competitions and can only be set aside by a decision of the C.C.C.
Unless the specified deadline has been adjusted by the C.C.C., the results of games played after the relevant established deadlines cannot be considered in determining which Schools progress in the respective competition to the quarter finals or semi-finals of the respective competitions.

7 Venues
(1) All League Games - home venues (except where the CCC rules otherwise)
(2) If home team is unable to provide a venue the game will be played at the venue of their opponent’s choice. Home Team must confirm not later than midday on the day prior to the game of having to concede home venue.
(3) All venues are subject to the approval of the CCC
(4) (a) Knock-Out games - home venues may extend to Semi-Finals and Finals
(b) Knock-Out games – Where Home and Away arrangements are in place specific to each competition i.e. Home venue from the previous encounters at K.O. stage is confirmed. Otherwise, for preliminary K.O. stages a winner of a group will have Home Venue. Otherwise the 2013-2014 School Year will be the reference year for Home and Away arrangements.
NOTE: Semi-Finals & Finals - the “Home venue” cannot be the home team’s School
pitch (unless by mutual agreement).

8 Appointment Of Referees
League Games - the appointment of referees for League Games is delegated to the Schools Servicing Officer.

9 Knock-Out Games
CCC will appoint referees for Knock out games but may delegate the authority.

10 Use Of School Pitches
(a) Be full size and School No. 1 pitch to be used
(b) Marked and flagged
(c) Goal nets
(d) Member of staff from home team to stay with visiting team and ensure that dressing rooms are secure
(e) Goalposts and Crossbars correct width and height

11 Starting Time
Starting times for all games during School hours is 1.30 pm unless Schools agree otherwise – or arranged by Kerry Post Primary Schools CCC.
Blitz Days may have an earlier start.
CCC may require a number of games to be played at the same pitch on the same day. CCC has the authority to deviate from the 1.30pm start time for practical reasons.

12 Eligibility
(a) To be eligible for a Competition a player shall not be more than 4 years younger than the age limit of the particular Competition (Inter Schools) i.e. a player must be over 14 and 7 months to play Schools Senior.
(b) PLC Students or Students of Further Education NOT eligible to participate in Post
Primary Schools Competitions.
(c) Girls may participate only up to and including U-12 Grade, U-12 meaning the 01.01 of a given year.

AGE LIMITS 2013-2014
Post Primary Schools Senior Born on/after 1 - 6 - 1997
For Kerry Post Primary Schools Senior Football Competitions, the age limit is 1 - 6 – 1997 for teams in Munster Corn Uí Mhuirí and for all other teams competing in the Senior Football Competitions the age limit is 1 -1- 1997

Post Primary Schools Intermediate Born on/after 1 – 1 – 1999
For Kerry Post Primary Schools Intermediate Football Competitions, the age limit is 1 - 6 - 1999 for teams in Munster Frewen Cup and for all other teams competing in the Intermediate Football Competitions the age limit is 1 -1- 1999
